Hi Eileen, thank you for your comment. The rolling technique is vital for removing Step 1 as this is the step where the chemical reaction occurs. Applying Step 2 simply stops this reaction, so it is safe to apply it all over the lashes and remove it with a dry cotton pad (the rolling technique is not required to remove Step 2). Once you have removed Step 2, apply Step 3 (the conditioner). I hope this helps x
